Or it could be that MS has not spent any resources on updating or improving MIDI in Windows for developers to take advantage of or benefit from. It takes two to tango. My guess is that it's just not on their radar.

USB is what is.

 

MS are focused on resolving the security issues around Thunderbolt. Once it is sorted for media then they may turn their mind to audio and finally midi.
