It's not dominant/mixolydian harmony, it's major scale harmony with the 2nd/9th present as well as the 3rd. I was always of the impression it became ninth if the chord was dominant and extended beyond that. Whereas straight triads it was always 2nd. Same rule applies for the 4th, 11th scenario.
