I was looking at the specs on this Audio Technica remote phantom power unit, and it had a noise level of -71dbv. Is there something diferent about the way a remote unit would be designed vs a mixer's power? I've never seen phantom noise mentioned befor.

Yes, all power supplies have some output noise that rides on top of the DC voltage. A noise figure of -71 seems reasonable to me, especially since the microphone preamp will reject that noise due to its balanced nature. Since the DC power is applied to both the plus and minus microphone outputs, it will be mostly cancelled at the input to the preamp. Which results in a lot less than -71 dB of actual noise.
