First off, the P200 should not play the Motif regardless of the Local condition on the XP80 if it's hooked up the way you have described unless you have some sort of summing thru enabled on the XP.
Are you using Programs or Multis? If you are trying to use multis, you need to reprogram most of them to receive MIDI ch2, as most of them are set to receive channel 1. The Rx Ch only affects single sound (program) mode, naturally. Local should definitely be off.
In fact, you should be able to do the following:
PC200:
Set to tx channel 1
MIDI OUT to XP80's MIDI IN
XP80: Set to Rx channel 1
Set to Tx Channel 1
MIDI OUT to Motif MIDI In
Summing Thru set to off
Local off
Motif set to Rx Ch 1
