This kind of effect is really a combination of extreme EQ and a bit of distortion. You can experiment with dropping out all but a narrow band of frequencies and then distorting it a bit or I know that DOD or DigiTech makes a kind of vocalists stompbox that i think is called the Vo-tek which includes a preset that does this exact thing.

You have confused the bull-horn(a powered, horn speaker/microphone) with a megaphone.
A megaphone is simply a cone shaped horn-no power that was used in the days before amplification. You see them in old movies and used by cheerleaders. It acts as an acouttic amplifier. Picture a compresion driver and horn, replace the driver with the human mouth and the horn with the cone shaped megaphone. The flare rate of the cone does not allow propagation of low frequencies, hence the tinny sound. Ian Anderson used one live in the pre-modern PA days for "Aqualung"-yeah I'm that old! Alternative for today-"y" the vocal into two channels. One is the normal vox. On the second channel, dump all the lows and highs. At the appropiate moment in the song, the sound man mutes the normal channel, turning on the second one. The contrast is startling. To heighten the effect, put a short (25-50 millisecond) delay with some re-generation on the effect channel.
