How does mechanical licensing work when using a tune but altering the words for commercial or parody purposes...who do you contact for permission?

I know in Canada, as long as you credit the original artist, you can use whatever you want.

My band covered Paranoid by Black Sabbath. We sought legal advice regarding putting it on our CD as a "hidden song", and found out as long as we wrote "written and originally performed by Black Sabbath", we didn't even have to hide it.

If you're in the USA...I have no idea..sorry.
