Well due to my recent latency issues I've plumped for the aforementioned Tascam USB soundcard, as shown and described here... http://www.dolphinmusic.co.uk/d2/?page=s...36fe2e65eacc211 I hope this is a good starting point, the salesman was very helpful and I was willing to spend more if need be, but he assured me this was the one for my particular needs. I don't know what your latency problems are, but RME cards solved any that I had.
I have bought a Tascam US122 for running the SMAART system, and at the moment I can't comment because I have not used it enough to form an opinion. But for someone who needs 2 channels, phantom power, and MIDI, it looks like a very inexpensive option.
