Was researching the proper use of Parametric EQ, just doing google searches, seems like Rane is a quality brand.. on a whim, checked out ebay, found a Rane PE-17 (guitar center cells for $400), placed a $150 bid on it and won it 5 hours later, nobody bid against me as I was almost sure somebody would.. Did I get a great deal here?

Whether or not it's a good deal depends on whether or not you have a use for it, and your budget.
I have three Rane Units,
ME-60, a 30 Band Stereo EQ,
DC-24 Dynamic Controller, (like a compressor/limiter),
ME-15, 15 band Stereo EQ.
All are very good quality and have served me well, for many years of everyday use, with never a problem.

There are some pieces by Rane and Ashly that are first class stuff. No, they don't sound as good as most of the stuff Mercenary sells, but they are rock solid and dependable and very neutral. In other words, they aren't character pieces, but they don't get in the way while doing their job either.
I've got some at least ten year old Rane stuff and an Ashly X-over I bought used in like 1982 or so that work perfectly to this day.

Rane makes good workingman's tools. Not something you'd consider esoteric or exotic, but not something you'd consider junk either. Useful tools. I wouldn't kick it out of my rack. If it meets your needs (and it's working right), then I'd say you did well.
