Hi Ethan,
In your excellent Acoustic FAQ article you mention that panels of rigid fiberglass should be positioned with the paper facing into the room for increased low frequency absorption. Why is this? Does the paper act as some form of resonant membrane - in which case would it not be just as functional facing the wall? (assuming there is a gap)

Exactly. It's not really resonant, but it does aid LF absorption.

Hi there Ethan,
I'm having some trouble sourcing a 703FRK equivalent in the UK. There are various rockwool products available, but none of them have the kraft paper facing. One product is called 'Ductslab' and has a density of 45kg/cubic metre, but it is faced with foil. I am planning to make some 2' by 4' (porous) absorbers to place in the various corners of my live room, and I like the idea of having one side of each absorber more reflective. Will foil facing have a similar reflective effect to the paper facing at higher frequencies? I assume it won't have the slight low frequency advantage of the paper when facing into the room -will this make that much difference?
Perhaps the paper facing could be imitated by glueing some kind of paper to plain rockwool slabs.... or am I making a lot of fuss over a rather small potential gain?

Probably.

Without seeing specs I can't say for sure. But I assume you'll get fine results.
