Is a bass management system a must for mixing surround? If so, is there a way of mixing without it? Thanks in advance.

Your monitoring system needs to have that frequncy range.
You can achieve this in one of two ways: five identical full-range speakers with a subwoofer just for the LFE channel, or five smaller speakers integrated with the subwoofer (using Bass Managment as the system crossover) so they play full-range.

....You can, in fact, mix without bass management, and many do. You must, however, have some way of, at the very least, checking your mix with bass management engaged.
The reason is this: Even expensive, high end monitors often do not have enough frequency response in that bottom octave, and even the big time guys have gotten a surprise or two when they hear some deep bass mic handling noise or some such suddenly when the bass management kicks in.....The majority of home listeners will be hearing surround with bass management engaged automatically, and even the cheap subwoofers tend to have a pretty healthy output in the lowest octave.
This is basically the long winded version of Doug's accurate answer above.
Note that neither of us are saying anything about using or not using a dedicated LFE channel in your mix. This is a different issue, although it has some relationship with the bass management issue.
