music piracy/file sharing possible solution

This must be the place where enough expertise exists to straighten me out on this topic. I don't understand why music file sharing/piracy is such an issue on the web. Why can't the file sharing programs like Kazaa or Winmx function like radio stations do? You don't get a bill from the radio station for listening to the music. The musicians and writers royalties are protected and remunerated by license fees that the stations pay ASCAP (SOCAN in Canada). Advertisers pay for the privilege of getting to the end user ie the listener. You have to sit through the ads if you want to hear the music. Can't a program be written which forces the web surfer to sit through a bunch of banner type ads in order to search or download tunes from a site or service like those mentioned above? I'm certainly not a programmer but is there a layman's explanation why this isn't/can't be done. Metallica and Dre would get their rightful money and the web head would get his tunes and Nike would be able to put an ad in front of everyone who searches for eminem etc.

Radio would have been taken over by radio piracy except that a radio station powerful enough to be used by anyone costs too much for the average person to afford. Computer audio piracy exists on such a wide scale because anyone with an internet connection can share files. Such a system is possible, but with ad-free sites operating (such as Kazaa), few people would wade through the ads to get the same music. The other difference is that radio stations play music so that the end user has no control over it's performance. Online, there will always we people sharing CD quality files which can be burned to disc and played whenever and wherever the listener wants, with no residual performance rayalties paid to the artists, er, record companies. There will be a way to solve this problem.
