Italy as everyone knows was hit hard, and Japan's culture combines a high degree of caution with a heavy reliance on technology. I don't think you could wire it to send shocks, but in theory it could bluethooth a very annoying sound to the PA when the perimeter if violated. For instance, it could interrupt the live sound feed and substitute the opening chords of "Jump." Something like that would quickly train the audience to behave.
