I heard about this organization quite some time ago, been meaning to post about it and finally got to it.
There`s also supposed to be a free guide to making independent music but I haven`t found it so far:

Along with those orginizations pushing for more musical education in schools, this group, too, needs to be paid more attention.

Definitely-there are a few established stars who have tried to get simlar causes going-I believe Brian Eno has some kind of organization-but this is more than a pet project. I believe the person behind it is Jenny Toomey.
