Room 27x28x7.5 plain drywall carpeting over cement floor.

West wall is the audio section / East wall is the HT portion behind listening chair.

I downloaded the 1 Hz increment test tones, played at 70db and was shocked at the results.

In general all the frequencies ranged from 82db to 88db at the listening position.

Connected the Mackie pair next to the Maggies to verify possible problems with Maggies and the Mackie’s confirmed the same results.

Brought most of the acoustic panels that were scattered throughout the room to the front wall (as you can see) and nothing changed, same reading on RS meter ???

What’s going on, what am I missing here?

That is pretty shocking. I'd expect a total span from peaks to nulls of more like 30 dB. I assume you played all the tones, not just the first in each track of ten tones?

Panels flat against the front wall won't affect bass as much as when they're straddling corners.

Other than that I have no idea what to suggest. shocked

Ethan ... after more troubleshooting with Stereophile Test 2 CD and Chesky’s Stereo and Surround Set Up Disc it seems that track 30 on the REALTRAPS Test Tone CD is set way too high (8 to 10db) when comparing to the mentioned.

Can you explain please?

The track volume is what it is. The idea is you set your receiver's volume so an SPL meter at the listening position reads around 70 dB, then you play the tones and note the results.
