I have looked over most of the forum and have read tons of helpful advice on how to treat a ceiling that has joists, wooden panels, even sheetrock, but i did not find a post that talked about the plans for deadening a hanging ceiling. Are there any particular plans or ideas that I can model the panels(2' x 4') after so that they do not sag in the middle?

Not sure what you're asking...

Are you talking about a standard suspended ceiling? Or are you wanting to hang panels like a cloud?

If a cloud, if you frame 703 it will work fine. If a suspended ceiling, then just fill the cavity above with fluffy insulation.
